a.) The two criteria that I consider are Expertise and Cost. Expertise can be accessed by the number of publications they have given or the research they conduct. If they are conducting research, then we can presume that they have better expertise in that field. Cost is always a criterion for any endeavor as we need the best work to be performed at the minimum cost.
