a. The Health Literacy Foundation (HLF) was established in 2011 in an effort to assist Medicare, Medicaid, the underserved and the vulnerable population to better understand the complexity of the healthcare industry. Research indicates the health outcome of individuals is directly impacted by the capacity to read and understand oral and written instructions.
b. The goal of the Health Literacy Foundation is to reach out to individuals assisting in the explanation, navigation and comprehension of the complex healthcare industry. It is estimated 90 million adult Americans have minimal health literacy. In 2010 President Obama signed into law the Patient Protection and Affordable Care Act while the final act will be referred to as the Affordable Care Act (ACA) which will essentially provide healthcare to millions of Americans who have been uninsured. While these same individuals are positioned to benefit the most from this newly enacted law they are also the most likely to not understand the full potential of the benefits.
c. Many Americans while on the verge of become insured there will be significant challenges before them to fully understand the benefits to which they are eligible under the ACA, the ability to make informed choices to select the best options available for them and their families to complete the enrollment process. While health literacy will affect the selection and enrollment process the ability to address the health literacy situation it has been acknowledged the demands of the healthcare system must be addressed at every point there is direct patient interaction.
