Is the DARPA model the right solution for DHS?
The DHS Science & Technology Directorate published its "High-Priority Technology Needs" to drive research on capabilities needed by the Department's operating components and first responders. Does the document address the high-tech needs for food, water, or agriculture? Does it address the needs of the First Responder?
