There is no ‘NASA IT governance’ because there is no ‘NASA IT’; there is no functional, organizational, or organizational-philosophical sense in which exists a unified entity responsible for NASA’s information technology infrastructure, services, and security. The Office of the CIO (OCIO) is only nominally responsible for NASA IT governance because the OCIO is only nominally responsible for NASA IT. The OCIO sits atop but does not direct the sprawling, decentralized, patchwork network of locations, missions, leaderships, systems, budgets, governances, and risks which constitute ‘NASA IT’.
